Schools – Administrators – Funding ECINS: CYBHI and School-Based Mental Health Grants
Unlocking Funding for Student Mental Health Programs
The urgency to address student mental health has never been greater. School and district leaders are working to meet rising needs while navigating budget constraints, staff shortages, and increasing accountability measures. Even with historic state and federal investments — like California’s Children and Youth Behavioral Health Initiative (CYBHI) — many schools are still unsure how to access and apply these funds to make the most significant impact.
The ECINS Student Support & Case Management System is purpose-built to help schools not only deliver high-quality mental health programs but also align with funding priorities that make implementation possible. Whether you’re in California tapping into CYBHI or in another state with similar grants, ECINS gives you the tools and data to meet funding criteria, strengthen applications, and demonstrate measurable outcomes.
ECINS empowers schools to:
Align programs with grant requirements to improve funding eligibility
Streamline reporting to prove impact and maintain compliance
Detect opportunities for early intervention to maximize student outcomes
Collaborate across teams and agencies to meet funding mandates for multi-disciplinary support
Engage students and families to strengthen accountability and equity outcomes
Measure program success to secure renewed or expanded funding in the future
Best of all, with ECINS, your school can be ready to meet both student needs and funding expectations.

California’s Children and Youth Behavioral Health Initiative (CYBHI) is a multi-year, multi-billion-dollar investment to reimagine the way behavioral health services are delivered to young people. The initiative funds technology-enabled solutions, school-based mental health programs, and community partnerships — all with the goal of creating a coordinated, equitable system of care.
Through CYBHI, California schools can access resources and reimbursement for:
Screening and early identification of behavioral health concerns
Multi-tiered systems of support (MTSS) for mental health
Collaboration between schools, families, and community providers
Data-driven reporting to measure outcomes and equity
Because ECINS directly supports these priorities, districts can use CYBHI funding to implement the ECINS Student Support & Case Management System and start improving student outcomes right away.
While CYBHI is unique to California, other states offer similar school-based mental health funding programs. These include:
Texas: Community Mental Health Grant Program – Matching grants from the Texas Health and Human Services Commission to fund early intervention, prevention, and school-based behavioral health coordination.
New York: School Supportive Health Services Program – Medicaid reimbursement for eligible school-based health and mental health services, including counseling and evaluations.
Many of these programs fund initiatives that improve student wellbeing, track intervention outcomes, and strengthen collaboration — all areas where ECINS excels.

“By working with a range of support agencies via ECINS, we are able to see specific details relating to how an individual’s meetings with partners have transpired. That gives us a much richer picture of an individual’s situation and enables us to provide tailored support to divert them from re-offending.”

“With ECINS all of the information is in one place, unlike with emails, where you don’t get the whole story or you have the risk of people being left off the email chains. Having everything in one place means you get the picture from the very beginning and see all of the developments as the case progresses.”
